Dropped kerb (vehicle crossover)

IMPORTANT NOTICE
Please be aware that, over the coming few months, Hertfordshire Highways is making some big changes to the way it procures highways services. This means that there will be a change of providers for all our construction works effective from 1st October 2012.
As a consequence of these changes, and the need for a smooth transition between the current and the new providers, we will not be able to process any new vehicle crossover applications received after 14th May 2012. All applications received after this date will be stored on a database for processing at a later time as soon as arrangements are set in place with the new providers. With all this in mind, you may wish to delay making your vehicle crossover application until October. However, applications held on the database will be given a greater priority, and they will be considered first when the new arrangements make this possible, and the new provider should start to construct these crossovers from October onwards.
We apologise for any inconvenience these changes may cause.
Guidance notes
This page gives an overview of what you need to know if you would like to have a kerb lowered (referred to in the leaflet as a vehicle crossover) to enable you to drive your vehicle across a footway and/or verge onto your property. The application form can be downloaded at the bottom of this page and when completed, returned to the relevant area office.
Be careful, if access is required from a classified road (A, B or C roads) or to a commercial site, flats or maisonettes then planning permission will be required from the planning department at your local district or borough council to change the access before we can accept your application. If you are unsure if you need planning permission, or of the classification of your road, please visit the Gazetteer (the link is at the bottom of this page), and use the search facility to find your road, then contact your local district or borough council.
Additionally, some unclassified roads may also require planning permission and it is your responsibility to check whether you require permission or not. You may also need to obtain planning permission if you are constructing a new hardstanding (driveway) on your property. If you are uncertain as to whether planning permission is required, you should contact your local planning department. You may be required to provide evidence that these checks have been made, and a copy of the approval documentation must be submitted along with the application form.
Before completing the application form you have downloaded, please make sure you have read ALL of the guidance notes to ensure that your parking area meets all the criteria. Please note that satisfying this checklist does not guarantee that your application will be approved. All applications will be assessed in terms of safety for all road users. Please be aware that the application fee is non-refundable.
If you do not have a vehicle crossover constructed by Hertfordshire Highways and drive over the existing pavement or verge, you may cause damage to the surface and the kerb and also to any pipes and cables hidden below. Please remember that it is illegal to damage the public highway and if you do so, you will become liable for all repair costs.
