Waste Planning
The Development Plan for Hertfordshire is made up of the Regional Plan (RPG9), Hertfordshire saved Structure Plan Policies, the saved Mineral and Waste plans and the saved District Local Plans. In the next few months RPG 9 will be replaced by the adopted East of England Plan (RSS14).
Waste Local Plan
To ensure there is a smooth transition from the old planning system to the new, all but one policy (Policy 6) of the adopted Waste Local Plan policies 1995-2005 have been 'saved' until they are replaced by new policies in the Waste Local Development Framework. Consequently, the Government Office for the East of England issued a saving direction, under paragraph 1 (3) of Schedule 8 to the Planning and Compulsory Purchase Act, to outline those policies contained in the Waste Local Plan that are saved.

To build on some of the policies in the Local Plan, draft non-statutory Supplementary Planning Guidance (SPG): 'Implementation of Hertfordshire Waste Local Plan Policies - A Guide for District Councils was produced in June 1999. This SPG can be viewed via the link at the bottom of the page.
Waste Local Development Framework
The new planning system replaces Local Plans with a suite of documents that mmake up a Waste Local Development Framework. This Framework is really a folder or collection of waste development documents, together with other supporting documents such as the Statement of Community Involvement, the Minerals and Waste Development Scheme and the Annual Monitoring Report.
The County Council is putting together its Waste Development Plan Documents, which will set out a long-term strategy for managing and disposing of waste up to 2016. Hertfordshire's residents produce around 500,000 tonnes of waste each year. Add to that the one and a half million tonnes of commercial, industrial and construction waste, and you can understand why it is increasingly difficult to find ways to dispose of our waste.
Our landfill sites are running out fast, so the new Waste Development Plan Documents come at an important and testing time. The plans will set out where and how our waste will be managed over the next ten years. Some of the issues that the new plan will deal with are:
- Encouraging waste reduction, reuse and recycling before resorting to putting our rubbish into landfill sites
- Finding the most appropriate and available sites for waste to be received, sorted, treated or stored
- Managing the environmental effects of waste management
- Raising the profile of our waste problem to encourage all sectors of the community to take responsibility for the rubbish they produce.
There are a number of different documents currently underway. They will be subject to an independent examination. The documents include:
- Waste Core Strategy
- Waste Development Policies
- Waste Site Allocations and Site Specific Policies
Supporting documents
Other documents are also part of the Waste Development Framework but do not require an examination (with the exception of the Statement of Community Involvement).
Minerals and Waste Local Development Scheme - Sets out Hertfordshire County Council's programme for the porduction of local development documents;
Statement of Community Involvement (SCI) - sets out the local planning authroity's policy for involving the community in the preparation and revision of local development documents and planning applications.
