Disagreement Arrangements All local education authorities (Children, Schools and Families in Hertfordshire) must provide arrangements to help prevent or resolve disagreements between parents whose children have special educational needs, and the local authority or a school. They must include an independent element, and are designed to bring together the different parties in an informal way to seek to resolve the disagreement through discussion. Using these arrangements is voluntary and does not in any way affect the rights to appeal to the SEN tribunal
