This part of the statement sets out the formula factors, such as Age Weighted Pupil Units (AWPUs) or floor area factors, which are used to produce the total allocation for each school.

These factors must comply with government regulations, which limit the factors that can be used. There are a number of new formulas included for Hertfordshire schools for 2003/04:

• KS1 - class size funding
• A number of factors in relation to SEN
- Primary behaviour support units
- Teaching units attached to Special Schools
- Extended day places in Emotional & Behavioural Difficulty (EBD) schools
• Newly qualified teacher support

Against each factor, the total amount distributed to primary and secondary sectors is shown, as well as the unit values and data used to calculate the funding.
