CYPP One Year On 2007/08 (Final Version)

An annual review of the CYPP, entitled ‘One Year On 2007/08’, has now been published, reviewing the progress and achievements of the Hertfordshire Children’s Trust Partnership (HCTP) in 2006/07, and setting out the HCTP’s priorities and planned improvements for 2007/08 across the 5 Every Child Matters outcomes.

One Year On builds upon the existing priorities and commitments of the original Children and Young People's Plan 2006/09, and is an annual update on how we are delivering this wider strategy. Please note, One Year On does not replace the original Children and Young People's Plan 2006/09. Instead, it provides an opportunity to evaluate how effectively the CYPP 2006/09 is contributing towards better outcomes for children and young people.

For ease of reference, One Year On is divided into two parts:

Part A outlines our key strategic priorities across the 5 Every Child Matters Outcomes for 2007/08, and our resourcing and performance management arrangements. Part A is intended as an overview document, providing a concise account of the progress of the HCTP so far.

Part B examines in detail our wider achievements during 2006/07, in relation to our 7 cross-cutting themes, Local Area Agreement, the Hertfordshire Children’s Fund, and how we are providing for 4 key vulnerable groups of children in Hertfordshire (those in need of safeguarding, Children Looked After, children with learning difficulties and disabilities, and black and minority ethnic children).

The purpose of the Year 2 CYPP update (2007/08) is to:

• confirm the completion of ‘Phase 1’ (2005/06) of the Hertfordshire Children’s Trust Partnership work programme, and introduce ‘the harder test’ requirements for ‘Phase 2’ (2006/08)

• update stakeholders on the achievements of the HCTP so far, including progress against (a) CYPP cross-cutting themes and (b) Year 1 CYPP priorities

• update stakeholders on any relevant changes in HCTP governance arrangements, needs analysis process, performance monitoring and the participation of children, young people and families

• identify any new CYPP priorities for Year 2 (2007/08) which we will focus on in the coming year

The Joint Area Review Briefing Pack announced on 15 December 2006 that the first year review of the CYPP also be combined with and incorporate the Annual Performance Self-Assessment, ahead of the Joint Area Review in May 2007. The Briefing Pack outlined that our CYPP review should:

• focus wherever possible on outcomes for and impact on children and young people

• identify areas of achievement, areas for improvement and areas where performance is currently weak

• outline what improvements will be made in the coming year, and what the timescales are for introducing any improvements
