What is a home improvement agency (HIA)?

An agency which enables vulnerable people to maintain their independence in their chosen home for the foreseeable future. ‘Vulnerable people’ may include older people, people on low incomes, disabled people etc. The homes would usually be private rented, leasehold or owner-occupied.
