Description
The County Council's principal functions are to determine the overall revenue and capital budgets and to agree a Policy Framework and agree any amendments as well as determine any matters which are not in accordance with the Policy Framework.
The Policy Framework means:
- Annual Library Plan
- Best Value Performance Plan
- Children's Services Plan
- Community Care Plan
- Community Strategy
- Development Plan (Structure Plan and associated plans)
- Crime & Disorder Reduction Strategy
- Borrowing Strategy
- Early Years Development Plan
- Education Development Plan
- Local Transport Plan
- Youth Justice Plan
Together with:
- Food Law Enforcement Service Plan
- Agenda 21 Strategy
- Adult Learning Plan
- Quality Protects Management Action Plan
- School Admission arrangements
The Council also allows opportunity for members of the Council and the public to put questions to members of the Cabinet and for the public to present petitions. Individual members may also place items on the Council agenda for reference to the appropriate body. The Cabinet, Scrutiny Committee or Standards Panel may also refer items to the Council for debate.
The appointment of the Chairman and Vice-Chairman of the Council, and appointment of the Leader of the Council are also undertaken by the County Council.
