Who do you apply to and when?

You should apply to the Local Authority (LA) for the area in which you are resident at the time you are making your application, unless you have moved to the area solely for the purpose of study.

You should apply to Hertfordshire County Council if you or your parents pay Council Tax to one of these Districts or Boroughs:

EAST HERTS
DACORUM
NORTH HERTS
HERTSMERE
ST ALBANS
STEVENAGE
THREE RIVERS
WATFORD
WELWYN AND HATFIELD
