Glossary

AIR. Asbestos Incident Report.

AMP. Asset Management Plan. See Section E for more details.

BB.  Building Bulletins, published by the Department for Children, Schools and Families (DCSF).

Blue Book.  The Blue Book is a Central Government guidance document on capital funding for Voluntary Aided (VA) schools in England.  The latest version (2006-07) is not available as hard copy but can be downloaded.

Capital Expenditure. Expenditure on the purchase of land or for building work also includes major maintenance items and the purchase of furniture and equipment.

CAD Plans. Computer Aided Design Plans for all schools in Hertfordshire.

CAR.  The Control of Asbestos Regulations.

CCT. Compulsory Competitive Tendering.

CDM Regulations. Construction, Design and Maintenance Regulations. Legislation covering the safe construction of new buildings. See Section G for more details.

CIBSE.  The Chartered Institute of Building Services Engineers.

Climate Change.  Climate change is any substantial change in Earth's climate that lasts for an extended period of time.  Global warming refers to climate change that causes an increase in the average temperature of the lower atmosphere.  Global warming can have many different causes, but it is most commonly associated with human interference, specifically the release of excessive amounts of greenhouse gases.

Community School. State schools in England and Wales which are wholly owned and maintained by the local education authority. The local education authority is the admissions authority and has main responsibility for deciding arrangements for admitting pupils.

Community Special Schools. The special school equivalent of mainstream Community schools which cater wholly or mainly for children with statutory statements of special educational needs.

Condition Assessment. One of the three elements of the Asset Management Plan. The Condition Assessment records the relative state of a school buildings and site against specific criteria established by the DCSF.

COSSH.  Control of Substances Hazardous to Health Regulations 2002.

CSF. Children, Schools and Families, a Department of Hertfordshire County Council.

DCSF. Department for Children, Schools and Families.

EST.  The Energy Saving Trust is a non-profit organisation, funded both by government and the private sector.  It is one of the UK's leading organisations set up to address the damaging effects of climate change.  Its aim is to cut emissions of carbon dioxide (CO2) by promoting the sustainable and efficient use of energy.

Extended School. A school that provides a range of services and activities often beyond the school day to help meet the needs of its pupils, their families and the wider community.

FAS. Funding Agency for Schools.

Foundation Schools. Type of state school which is run by the local authority but which has more freedom than community schools to manage the school and decide on its own admissions. At foundation schools the governing body is the employer and the admissions authority. The schools land and buildings are either owned by the governing body or by a charitable foundation.

Foundation Special Schools. Type of state school which is run by the local authority but which has more freedom than community schools to manage the school and decide on their own admissions. It differs from Foundation schools, in that it caters wholly or mainly for children with statutory statements of special educational needs.

GB. Governing Body. Every school has a governing body. It will include: parents elected by other parents at the school, teacher(s) elected by their colleagues, a governor elected by, and from, support staff (optional in small primary), local education authority governors, governors co-opted by other members of the governing body and the headteacher unless he or she chooses not to be. They may also include representatives from organisations such as the church, charitable trusts or business interests. Governors work as a team. They are responsible to parents, funders and the community for making sure the school provides a good quality education. They do this together with the head, who is responsible for the day-to-day management of the school. The governing body has a separate legal identity from individual governors. In some schools the governors are the employers.

H&S. Health and Safety.

HCC. Hertfordshire County Council.

Hertfordshire Local Authority. The council which has responsibility for providing education to pupils of school age in Hertfordshire. Its overall education remit also includes early years, the youth service and adult education. The Hertfordshire Local Authority is responsible for promoting high standards of education. It is responsible for contributing to the spiritual, moral, mental and physical development of the community by ensuring that efficient primary and secondary education is provided and ensuring that there are enough primary and secondary places with adequate facilities to meet the needs of pupils living in the area.

HMSO. Her Majesty's Stationery Office.

HSC.  The Health and Safety Commission is responsible for health and safety regulations in Great Britain.  The Health and Safety Executive (HSE) and local government are the enforcing authorities who work in support of the Commission.

IAMS. Integrated Asset Management System.  This consists of data made available by HCC to schools to assist in asset management planning.

LC VAP.  Local Authority Co-ordinated Voluntary Aided Programme.

OFSTED. Office for Standards in Education. An official body which regularly inspects all the schools in England which are mainly or wholly state funded. Ofsted inspectors produce education reports which are meant to improve standards of achievement and quality of education. Ofsted provide public reporting and informed independent advice.

PFI. Private Finance Initiative. An alternative to traditional funding for capital projects.

Planning Approval. Any works that alter the external appearance of a building are likely to require Planning Approval.

R&M.  Repairs and Maintenance.

Revenue Expenditure. General running cost.e.g. salaries, rates, fuel etc.

RIBA.  Royal Institute of British Architects

SAL. Site Asbestos Log. There is a copy at each site and also held at Mouchel.

SDP. School development plan.

SEN.  Special educational needs.

Sufficiency Assessment. One of the three elements of the Asset Management Plan. The Sufficiency Assessment measures the number of workplaces that a particular school building can accommodate.

Suitability Assessment. One of the three elements of the Asset Management Plan. The Suitability Assessment determines the fitness for purpose of school buildings and sites, including health and safety considerations. 

Sustainability.  Meeting the needs of the present generation without compromising the needs of future generations to meet their own needs. (Brundtland Commission 1987).

TEN. Temporary Event Notice.

Terrier.The Terrier is a record of all assets owned by Hertfordshire County Council.

VA. Voluntary aided school. Schools in England and Wales which are maintained by Hertfordshire Local Authority, with a foundation (generally religious) which appoints most of the governing body. The governing body is the admissions authority.
