E - Asset Management Planning - HPS Property Matters

Purpose of School Asset Management Planning (AMP)

Schools AMP is designed to:

  • Provide a mechanism for determining the priorities for capital expenditure in maintained schools in Hertfordshire.
  • Provide a basis for allocating capital to all schools in a fair and equitable way.
  • Enable schools to be more informed of where their capital priorities lie in relation to other schools in Hertfordshire to encourage forward planning.
  • Provide assurances to stakeholders that capital investment plans are soundly based and represent good value for money.
  • Ensure building projects contribute to measurable improvements in educational standards.
  • Provide information to allow the way in which assets are used to be maximised to meet key school, service and corporate property objectives.
  • Provide information to allow the monitoring and improvement of the financial and environmental efficiency of assets in use, ensuring that the value of those assets is maintained.

Hertfordshire's Corporate AMP

Hertfordshire Property has developed an authority-wide Asset Management Planning system which uses Service Property Priorities (SPP) to provide focussed and targetted information which can be easily assimilated to understand the various service property related issues.  It enables cross service comparison by using a shared process, definitions and understanding across the organisation.  It informs investment and disposal decisions across all services and links our use of resources and our asset management system. 

Community Schools

Community schools form a substantial part of the county council's estate and as such, the performance of Hertfordshire Local Authority and school governing bodies in managing school buildings efficiently and deploying them effectively will contribute significantly to the county council's ability to demonstrate good stewardship of its asset base. Hertfordshire strives to support the development of high quality and efficiently managed premises which will assist in raising educational standards.

Foundation Schools

It is a requirement by the DCSF that the county council maintains data on the condition and accommodation of all state schools.

The same rules operate for Foundation and Community schools concerning centrally funded repairs/maintenance and building. Therefore, it is important that all schools keep the county council informed and up to date in terms of any alterations, changes and development to buildings. Capital programmes are determined by reference to the AMP data.
