The Young Herts Consortium comprises two shareholders, Geoffrey Osborne Limited and UME Investments and is a team established solely to deliver the Hertfordshire Children's and Families PFI 189; project. The facilities management delivery partner is Community Buildings Services, part of the William Sutton Housing Group. The senior debt funding will be provided by SMBC, with whom UME investments have a successful track record of PFI delivery. Whilst the shareholders have created Young Herts as a bespoke consortium for the project they have an existing relationship as sponsors and delivery partners for the New4Old elderly care PFI project in Croydon, which last year reached financial close.
Geoffrey Osborne Limited was founded in 1966 by Geoffrey Osborne and is now one of the largest independently family owned providers of construction solutions in the country, with a turnover of over £250 million. Osborne adopts a partnership approach and continually strives to improve its delivery service, primarily for public sector clients. The Young Herts delivery team is based in Milton Keynes and comes with a wealth of relevant PPP 189;, RSL 189;, care and public sector experience.
UME Investments was established in 1996 specifically to develop investment activities in public infrastructure projects. During the first wave of PFI projects they acted as sponsor and investor in a number of prestigious, groundbreaking schemes, which established the PFI framework. To date, they have completed investments in the twelve PFI projects. The construction value of the projects committed exceeds £500 million.
