Planning Officer

Gravel on conveyer I have been in this post for over 3 and half years now. The main responsibilities revolve around dealing with planning applications that the County Council is responsible for determining. These are applications for minerals and waste related development (known as 'County Matters') and applications that are submitted by other Departments in the County Council for development for its own use such as schools and libraries. Some of my planning colleagues are responsible for advising on policies for minerals and waste development.

The job provides a number of challenges, but is also enjoyable. In particular the job provides an opportunity to get out of the office to carry out site visits, have meetings or on occasions assist with enforcement by undertaking surveillance. Personally, the aspects I enjoy most are undertaking visits where development is beginning to take shape either as a mineral site becomes restored or a building is commenced and you begin to see what is happening on the ground as a result of your recommendations. In addition, I enjoy meeting developers on site to discuss the planning merits or otherwise of their proposals and offering advice.

Skills that are particularly important are the ability to communicate effectively at all levels, as in the job you need to speak to a broad spectrum of individuals. For example, you need the confidence to present matters to elected councillors and to explain the specific details of a proposal. Additionally you need to be able to negotiate with applicants to secure the best form of development in the public interest. Dealing with members of the public you need to be able to explain complex matters and to remain calm and collected - planning applications can often have significant implications for other people's enjoyment of their property and surrounding area.

A planning officer will ideally have a qualification in town planning, however this is not always necessary. Increasingly staff are recruited from a variety of disciplines such as geography and environmental sciences. Many local authorities, including Hertfordshire, will offer the opportunity to undertake a postgraduate course in planning on a day-release basis.
