Highways development control - Implementation information

Below you will find the information needed to apply for an agreement under sections 38 and 278 of the Highways Act 1980.

Before applying for an agreement please read the 'Guidance on Section 38 and 278 Agreements for Developers' in the 'Guidance for Developers' section to ensure that your application falls under the correct category. Please note that Hertfordshire County Council operates both Minor and Full Section 278 Agreements depending on the size and type of development.
