What is a 'development'?

A ‘development’ is considered to be any site that is being redeveloped for commercial / residential use with a view to selling or leasing the properties.

Works to the public highway resulting from planning permission to build an extension on a private residence would not constitute a development. Works allowing vehicle access to a garage or drive across the public footway or verge (vehicle crossovers) are not classed as a development.
