Can I build a temporary access to let me get on with my development?

Yes - However anyone wishing to undertake work on the public highway must be approved by Hertfordshire County Council. This is to ensure that any person working on the highway has adequate insurance in the event of a claim and to ensure that the work is carried out to the necessary standards, even for a temporary access.
