Can any developer build an access across the highway to his development?

No - Any work carried out on the public highway must be approved by Hertfordshire County Council. This is to ensure that any person working on the highway has adequate insurance in the event of a claim and to ensure that the work is carried out to the necessary standards since upon completion the new work is maintainable from public funds.
