A skip or scaffold licence is required if they are to cover any part of the highway. It is illegal to place a skip or scaffolding on the highway without permission from the Highway Authority.
Companies apply for and are granted skip and scaffold licences. This is to ensure that the onus of responsibility is placed on the company to follow the rules and regulations. However, anyone can apply for a scaffold licence if they have the relevant public liability insurance of up to £10 million.
When you contact the skip company to arrange for a skip they will apply for the licence if it has to be placed on the highway. You can obtain a list of skip companies in your local telephone directory or yellow pages.
Skip/Scaffold companies: Please note that we require proof of your £10 million public liability insurance by post. Send it to the appropriate area office for your application.
