Minerals and Waste Annual Monitoring Report

The County Council is required by legislation to produce an Annual Monitoring Report (AMR) as part of the new Development Plan process. The AMR, which will involve a review of the Minerals and Waste Development Scheme, will be produced on an annual basis from 1 April to 31 March and the monitoring report submitted to the Secretary of State no later than the end of the following December. The first AMR was prepared for the year ending December 2005 (classified as an interim AMR). Amongst other matters, the AMR will monitor whether the County Council:

  1. has met the minerals and waste development scheme targets and milestones, is on target to meet them, is falling behind schedule, or will not meet them;

  2. is falling behind schedule or has failed to meet a target or milestone and the reasons for this; and

  3. needs to update the local development scheme, particularly in light of (ii). Where it is necessary to update the local development scheme, the steps and the timetable needed for the revision.
The AMR will also monitor the performance of policies, including saved policies. The most recent AMR was published at the end of 2009.

Monitoring will utilise both published Consultation Statements for each stage of the Development Plan Documents prepared in the relevant year under review, and the completed Development Plan Document Legal Audit. It will also involve an assessment of public participation feedback from relevant community involvement exercises for the relevant year, and any formal feedback received from government agencies, in particular regional planning bodies, GO-East and DCLG.
