The Development Plan for Hertfordshire is made up of the Regional Plan (RPG 9), Hertfordshire Minerals and Waste Plans and the saved District Local Plans. RPG 9 will be replaced by the East of England Plan (RSS 14).
Up until 2004 the County Council had a legal duty to prepare, and regularly review, both Minerals and Waste Local Plans. The Planning and Compulsory Purchase Act (2004) received Royal Assent on the 13th May 2004, with its provisions coming into force in September 2004. The Act has altered the development plan process and County Council is now responsible for preparing the Minerals and Waste Development Framework.
In order to ensure that existing policies were not lost in the process of preparing the new documents each Authority requested that they be ‘saved’ until replaced by new policies. Consequently all of the recently adopted Minerals Local Plan Policies have been saved.
The County Council is also responsible for determining planning applications involving mineral workings, waste management activities and the Council's own services (eg schools).
