Seven elected trustees plus the Rector of Broxbourne Parish Church are responsible for the protection, care and regulation of open spaces and recreation grounds, as defined in the 1890 Act, in the parish of Broxbourne, which declares and defines rights of way through the Broxbournebury estate.

Their responsibilities include:
* Baas Hill Common;
* Broxbourne Common;
* Recreation Ground, Station Road, Broxbourne;
* Emanuel Pollands;
* and various verges on Baas Hill, White Stubbs Lane and Coldhall Green.
