The Home Office statement of purpose is "to build a safe, just and tolerant society, in which the rights and responsibilities of individuals, families and communities are properly balanced, and the protection and security of the public are maintained".

Home Office policy has seven aims:
* to reduce crime and the fear of crime;
* to reduce organised and international crime and to combat terrorism and other threats to national security;
* to ensure the effective delivery of justice;
* to deliver effective custodial and community sentences to reduce re-offending and protect the public;
* to reduce the availability and abuse of dangerous drugs;
* to regulate entry to and settlement in the UK effectively in the interest of sustainable growth and social inclusion;
* to support strong and active communications in which people of all races and backgrounds are valued and participate on equal terms.
